How It All Began

Naval Systems, Inc. (NSI) was incorporated as a Maryland corporation in January 2004 and began operations on February 1, 2004.  Since its founding, NSI has envisioned an efficient and far-reaching business operation that supports and promotes the mutually-reinforcing, multi-domain aspect of a Navy/Marine Corps team operating jointly with other U.S. forces and with allies around the world to protect and defend American interests and ideals.  NSI is headquartered in Southern Maryland with offices adjacent to naval installations at Patuxent River, Maryland; Norfolk/Virginia Beach, Virginia; Cherry Point, North Carolina; Jacksonville, Florida; China Lake, California; and personnel working at locations throughout the United States and overseas.

NSI Owner/President since 2004, Ed is a career Navy Supply Corps Officer and Acquisition Professional who served on Program Office, PEO, and Navy Secretariat staffs before entering private industry. Mr. Rule holds an MBA and BBA degrees with deep experience as DoD Analyst/Consultant, Strategic Planner, and Company Executive.
Diana Waldorf

Treasurer and NSI Director of Operations since 2005, Di is a career industry Contracts Specialist and Chief Financial Officer (CFO). She holds a Bachelor’s degree in Business Management.

Kathy Talton

Secretary and NSI Proposal Director since 2012, Kathy is a career Government Acquisition Professional and Integrated Program Team Lead, serving Naval Air Systems Command, Naval Sea Systems Command, and Space and Naval Warfare Systems Command. She holds a BS in Management Development and a Project Management Professional (PMP) Certification from the Project Management Institute (PMI). She also founded her own Woman Owned Small Business, KALON.
